GO Vs Traits

I see no reason whatsoever for metatags.  Already in GO
there are lexical strings that are identical in the molecular_function
and cellular_component ontologies - but they mean different things.
I see no reason whatsoever why a term like "photoperiod sensitivity"
could not be BOTH a term in the biological_process ontology AND
in the trait_ontology.  They would have slightly different
definitions, since one represents a process and the other a trait.
What is wrong with that ?
