Seth (thanks, Seth!) fixed this so you can now search for apollo at lists.lbl.gov, which brings you to https://lists.lbl.gov/sympa/info/apollo, from which you can subscribe or unsubscribe.

You can subscribe/unsubscribe to apollo-dev at https://lists.lbl.gov/sympa/info/apollo-dev; however, apollo-dev is not public, so it doesn't show up when you search at lists.lbl.gov.

According to Seth, "That server physically no longer exists and the domain is no longer under our control.", so unfortunately that is not possible.  (When I tried sending a message to apollo-dev, I saw neither my message nor a bounce message, which is pretty much the worst outcome, since the user won't realize that their message didn't get through, but there's nothing we can do about it.)
