Jim,
Lincoln and I think that it would be best for you to include a budget line
for a contractor. The actual work might be done by any number of people (see
Lincoln's suggestions below).
Either Lincoln or I could provide a letter. You might also name Scott Cain
as senior personnel in the proposal (ie include his CV) if you think that
would help (he is actually employed as a contractor, unlike Dave, so would
be more appropriate). Dave and Scott can help you craft the text in the
proposal.
I would suggest including 3 mos of contractor time, which is a bit of a
guess because I don't know the exact requirements, but is probably in the
right ballpark. I think a reasonable contractor rate would be $8-9K/month
(all inclusive of benefits, etc), but Scott might have a better idea fo how
to budget it.

Hi Todd,
Scott is working as a consultant to OICR, so that's easily done. I agree
with you that the most flexible option would be for Jim to budget for a GMOD
consultant and we'll figure out who that consultant will be later. In
addition to Scott, there is also Ben, Brian, or someone in Suzi Lewis's, Jim
Hu's or Don Gilbert's groups.
Does Jim need a letter, or are you providing it?
