Looks like going by the definition,
the terms 
PO:0020123 : root cap
PO:0006085 : root meristem 

should become part_of PO:0000025 : root tip 

Also the do you think that "root tip"  be renamed to "root apex" to be consistent with the term "shoot apex" or atleast have the synonym.
