pslReps utility

Dear Tu:

The pslReps utility (along with pslSort) is written by Jim Kent at UCSC
and is available at his site http://www.cse.ucsc.edu/~kent/.  You should
download the sourcecode (http://www.soe.ucsc.edu/~kent/src/jksrc441.zip)
and compile the pslReps and pslSort in the 'hg' directory.
