[Gmod-help] Not able to connect to a sever because of Cache file problems?

Everytime I try to join a sever it takes forever to download the Cache 
files. When I do join a sever all admin mods and such are non existant. 
Its been ever 3 days.

Ive Uninstalled Local game content.
Ive removes all of the GMOD files.
Ive redownloaded downloadcache.dl.

Im screwed untill I get this fixed...

Help?
