[Feedback] [Website feedback] download QTL link not working

There were hundreds of connections from stinson to the ontology39 
database on flume. I restarted apache on stinston, and it works now. I 
had to forcefully kill apache on stinson. Something might have occurred 
with apache to create so many persistent connections.
